Sandra Barker President & CEO

Ms. Barker has extensive experience in needs assessment, training, and course development. She has managed several large client portfolios, including $20 million in contracts at the Emergency Management Institute and National Fire Academy, and $4 million for HMTAP. Ms. Barker has 35 years of teaching courses for FEMA. Other major clients have included the Federal Highway Administration, the Department of Energy, and the Department of State. For the State Department, Ms. Barker developed training and lectures for Cyprus, Honduras, and Coite D'Ivoire National Police Officials to plan and respond to a terrorist attack. Ms. Barker holds a masters in adult education from Hood College and an MBA in business management from Frostburg University.

Highly skilled in building instructional design teams, organizational development strategies, designing training and providing planning and vision, Dr. McCoy has been deeply engaged in the cutting edge of multimedia projects. Dr. McCoy holds a PhD in curriculum and instruction from the University of Texas at Austin.
